Punjab Chief Minister Maryam Nawaz Sharif has launched a landmark initiative — Apni Zameen Apna Ghar — aimed at providing free 3-marla residential plots to low-income and homeless citizens across the province. This ambitious program marks a significant milestone in the government’s broader “Housing for All” vision.
The initiative is being executed by the Punjab Housing and Town Planning Agency (PHATA) under the supervision of the Housing, Urban Development, and Public Health Engineering Department (HUD&PHED).
🏘️ Phase 1: 1,892 Free Plots Across 19 Districts
In the first phase, 1,892 free plots will be distributed under 23 low-income housing projects in 19 districts of Punjab. The districts include:
Attock, Bahawalnagar, Bahawalpur, Bhakkar, Chiniot, Faisalabad, Gujrat, Jhang, Jhelum, Kasur, Khushab, Layyah, Lodhran, Mandi Bahauddin, Okara, Rajanpur, Sahiwal, Sargodha, and Vehari.
Future phases will expand to cover all districts of Punjab.

- Free 3-marla (675 sq. ft.) residential plots for eligible citizens
- Zero application fee to ensure inclusivity
- Transparent plot balloting via district-level committees
- Interest-free home construction loans of up to Rs1.5 million, repayable in 7 years
- Monthly repayment: Rs14,000/month with a 3-month grace period
- Priority for widows, orphans, differently-abled persons, and laborers
✅ Eligibility Criteria
To qualify for the Apni Zameen Apna Ghar scheme, applicants must:
- Be a permanent resident of Punjab (as per CNIC)
- Apply only in their home district
- Not own property in Pakistan (applicant, spouse, or dependents)
- Be registered with NSER with a PMT score ≤ 60
- Have a monthly household income less than Rs50,000
- Be 18 years or older (married individuals preferred)
- Have no criminal record or history of loan defaults
- Be the head of a nuclear family, verified by NADRA

💸 Home Construction Loan Facility
Beneficiaries who receive plots can apply for an interest-free loan up to Rs1.5 million to build their homes. The loan is disbursed in phases after document verification, with repayment over 7 years at Rs14,000/month.
As of May 2025, over Rs924 million has been recovered from 25,500+ loans, showcasing a strong repayment culture.

An 8-member district committee comprising public officials and civil society members will oversee plot distribution. Applicants are encouraged to complete their PSER survey at pser.punjab.gov.pk and report fraud via:
